Scolds Crocker for changing the plan to meet in Japan and instead going to the World's Fair in Chicago. Describes his trip from India to Afghanistan and back to India where he presented his plan for construction of railroads in China to the commissioner of China in India who agreed with the plan but suggested the Americans at this moment were not much liked in China. 6 p.
