Barré petitions Loring to grant the ship Mars of Bordeaux passage to France to return the sick and wounded, promising that there should be nothing abroad but the flags of truce. Returned to Barré with a note from Loring expressing his regret that it is beyond his power to comply with Barré’s request. 1s. (4p.)
